The word percolation essentially means to filter a porous substance (in this case information) so as to extract better quality of it. Linguistically it goes to follow that to percolate is to cause such a filtering condition, or in other words to instigate percolation.
Considering the minute detail that Information Percolation sprang up just recently out of necessity and lack of a more descriptive short combination of words in the English language.
